Curriculum, Pacing Guides, and the PD Gap: What Every Leader Needs to Know

Why the language we use, and the decisions we make, shape what's possible for every student in our schools.

Ask ten curriculum directors to define "curriculum" and you'll get ten different answers. Some will describe their adopted program. Others will point to a pacing guide. A few will mention standards. Almost none will say the same thing twice. That's not a failure of leadership, it's a symptom of a field that has used these terms interchangeably for decades, often with real consequences for students and teachers.

It's time to get precise. Because when leaders are clear about what curriculum actually is and what it isn't, they make better decisions about programs, professional development, and the conditions teachers need to do their best work.

Curriculum Is Not Your Program

Let's start with the distinction that causes the most confusion: curriculum vs. program.

Your program is your guardrails. It's the published set of materials, the textbook, the unit guides, the lesson sequences, that provide first instruction aligned to state and national standards. A good program offers vertical alignment in models and strategies, ensuring that what students learn in second grade connects coherently to what they'll encounter in fifth. Programs are designed for the average student, in the average classroom, under typical conditions.

Your curriculum is something bigger. Curriculum is the what, the how, and the when of learning and critically, it includes all kids, not just the “average” ones. Curriculum is where instructional decision making lives. It's where access, equity, and responsiveness to learners enter the picture. When a teacher looks at their class on a Tuesday morning and decides that three students need a different entry point into today's lesson, they are making a curricular decision, one that no program can make for them.

This distinction matters enormously for leaders. When we blur the line between program and curriculum, we inadvertently communicate that following the program is the curriculum and that teachers who deviate from it are somehow off-script. In reality, the most skilled teachers are constantly making curricular decisions that go beyond what any program can anticipate.

Does Curriculum Include Pedagogy?

Short answer: yes. But, this is where many leaders draw the line too narrowly.

Curriculum isn't just a list of topics to cover or standards to address. It includes the pedagogical approach and instructional design that shape how students encounter and make sense of mathematical ideas. A curriculum that lists "multiplication" as a third-grade topic but doesn't address how students should develop multiplicative reasoning, including through which models, in what sequence, with what opportunities for discourse, is incomplete.

Key Principle: Curriculum that separates what to teach from how students learn it produces teachers who know their content but struggle to reach all learners. Pedagogy isn't a supplement to curriculum, it's embedded in it.

The Pacing Guide Problem

Here's a truth most curriculum directors already know but rarely say out loud: pacing guides don't match the reality of district calendars.

Between professional development days, holidays, testing windows, school events, and the inevitable disruptions of real school life, the number of actual instructional days available is almost always fewer than the pacing guide assumes. Teachers know this. They feel it every spring when they're three units behind and state assessments are two weeks away.

Consider the pacing problem this way: by the end of second grade, if the kindergarten, first and second grade teachers all fall behind the designated pacing and 'don't get to' the last 3 units of study, that is 9 units of grade level foundational content, a FULL year of first instruction, students were never even exposed to. An effective pacing guide created by teaching teams provides even clearer guardrails to creating space for exploring content, not just covering or skipping it.

But here's the opportunity: a pacing guide doesn't have to be a source of anxiety. It can be a starting point for a more honest conversation, one that acknowledges the gap between the ideal and the real, and invites teachers and leaders to make thoughtful choices together.

What a Better Pacing Guide Does
A pacing guide that serves teachers well does three things:

  • Aligns to the actual district calendar, accounting for non-instructional days, assessment windows, and school-specific rhythms.
  • Prioritizes which concepts are high leverage and which are supporting or extending content. Prioritization does not mean elimination of grade level content, but creates opportunities for curricular decision making about how to address application and supporting standards more authentically throughout more units of study.
  • Creates space for instructional decision-making, rather than prescribing day-by-day coverage. It offers a framework within which teachers can respond to what students actually know and need.

The goal isn't to abandon pacing guides. It's to use them as a tool for professional judgment, not a substitute for it.

A Quick Reference: Getting the Language Right

This may be the most important distinction in this entire piece, and the one most likely to be glossed over in the rush to implement a new program.

Training teaches people how to use a set of materials. It answers the question: What do I do on Monday? Training has its place. Teachers need to know how their program is organized, what resources are available, and how to navigate the materials efficiently.

But professional development answers a different question: How do I figure out what my students can do, and what do I do next? That's a fundamentally different kind of learning, and it requires a fundamentally different kind of investment.

When districts plan PD around a new program adoption, the temptation is to focus almost entirely on the materials: how the units are structured, what the lesson format looks like, where to find the assessments. What often gets left out is the harder, more important work: helping teachers develop the professional judgment to make instructional decisions that the program can't make for them based on the students in their classroom.

Starting with Asset-Based Decision Making
Effective professional development, especially around mathematics, starts with a shift in mindset: from what students can't do to what students can do. This isn't just a feel-good reframe. It's a practical necessity.

When teachers learn to look for evidence of student understanding, to notice the partial knowledge, the emerging strategies, the conceptual footholds that are already there, they become far more effective at designing instruction that builds on what students bring. This is the foundation of responsive teaching, and it can't be taught through program training alone.

Keeping professional development student-centered rather than product-centered means asking: What are we noticing about student thinking? What does this tell us about what to do next? not just: Are we on pace with the program?

What This Means for Leaders

If you're a curriculum director or administrator reading this, here are three questions worth sitting with:

  • When you talk about "curriculum" in your district, are you actually talking about your program? If so, what gets left out of the conversation, and who does that affect most?
  • Does your pacing guide reflect the actual number of instructional days your teachers have? If not, what choices are teachers making on their own, and are those the choices you'd want them to make?
  • Is your PD plan building teacher capacity to meet the needs of all learners, or is it primarily training teachers to use materials? Both matter, but only one of them changes outcomes for all students.

Research consistently shows that students with learning challenges make greater gains when they are engaged with rigorous, grade-level mathematics, not a reduced curriculum focused on basic skills. The decisions leaders make about curriculum, pacing, and professional development either open or close that door for students. Getting the language right is the first step toward getting the practice right.

The good news? These are solvable problems. Districts that invest in building shared language around curriculum and that design professional development around teacher judgment, not just program fidelity consistently see better outcomes for students and stronger professional cultures for teachers.

That's worth the conversation.
